Introduction 简介

As a leading retailer and a global purchaser, Kingfisher must ensure that its products are sourced from factories that can demonstrate consistent supply chain management to guarantee acceptable quality of merchandise, without compromising Kingfisher environmental and ethical policies. 作为一家业内领先的零售商和全球采购商,翠丰 集团必须确保其产品来自于合格的供应商和工 厂;它们应能展示其持续的生产链管理体系以保 证产品质量可靠且不折不扣的符合翠丰的环保和 社会責任标准。 The Factory Assessment documents have been designed to assess a factory?s ability to achieve this, and form an integral part of all vendor and product approval processes. Overview of process 程序总览

The assessment is a two-part process carried out by Kingfisher Asia Limited, or its nominated agents. The data collected is used to award a grade for quality management systems and a grade for environmental and ethical performance. These grades are awarded for a particular type of product from a specific factory. If a vendor subsequently wishes to change the type of product it supplies or the factory it uses, then a formal request to KAL Vendor Assessment and Development Manager will be required, and a reassessment of the supply chain overall grading carried out. 此评估由翠丰亚洲有限公司或其指定代理人执 行,分两阶段。搜集到的数据用来评定质量管理 体系等级以及环保和社会責任表现等级。某一特 定工厂的特定产品类型都要进行等级评定。如某 供应商在评定之后要改变其供货产品类型或更换 加工工厂,那么必须得向翠丰亚洲的供应商评估 和发展经理提出正式申请,翠丰亚洲会对其整个 供应链等级进行重新评估。

The assessment is divided into two parts: 评估分为两个部分: The first, sections 1-7, is an assessment of the quality management systems and controls that are in place along the supply chain. The assessment is based on the principles of ISO 9000:2000, and results in the allocation, of a quality grade. 第一部分(1-7 部分)是针对供应链的质量管理体 系和控制的评估。此评测基于 ISO 9000:2000 规 则,最后得出质量等级。 The second part, sections 8-11, covers environmental and ethical issues. These areas include age of workers, hours of work, wages, worker relations, hygiene, accommodation, fire protection, health and safety, environment, and supply chain management. Critical Failure Points (CFPs) 关键性失误点(CFPs)

Critical Failure Points for quality management and controls are: 质量管理问题的关键性失误点是: 1. Necessary specifications and requirements are not communicated to and/or agreed with the factory's component/raw material suppliers. 没有与工厂的零件/原料供应商就所有必需的规 格和要求进行过沟通和/或认可。

2. The incoming goods area is not clean, dry, and with appropriate illumination and temperature. Materials are not suitably handled. 收货区域不干净、潮湿,光线和温度不适宜。 货物搬运不恰当。 3. In the incoming goods area, defective items are not suitably segregated from items to be used. 在收货区域,有问题的产品没有与将要使用的 产品进行适当地隔离。 4 In the production area, rejected products and components are not suitably segregated. Critical Failure Points for environmental and ethical issues are: 环保与社会責任问题的九大关键性失误点是: 1. The factory employs children below the local legal minimum age, and/or a minimum age of 14. 工厂雇佣低于 14 岁或工厂所在国家最低法定年 龄(如果高于 14 岁)的儿童。 2. The factory uses forced, bonded or involuntary labour. 工厂使用被强迫、遭扣押或非自愿的工人。 3. Workers are forced to lodge “unreasonable” deposits or their identity papers with their employers, so they are not free to leave after reasonable notice. 工人们被强迫缴纳“不合理”押金,或其身份 证件被雇主扣押以至于他们不能在合理通知后 自由离开。 4. Pre-assessment Documents 评估前文件准备

Vendor must provide the following information before an assessment can commence. 在评估开始之前,供应商应提供如下信息: ? In some instances, the actual Factory Assessment Document may be sent to the Vendor to fill in before the assessment. 在某些情况下,实际的工厂评估文件在审核前会 送至供应商处填好。 If a Vendor has any concerns or is unable to provide any of the above information, they must contact KAL Vendor Assessment and Development Manager prior to the assessment. If necessary, the assessment will be delayed until the correct documents are provided. 如果供应商有任何疑问或不能提供上述任一种信 息,必须在评估前与翠丰的供应商评估和发展部 门经理联系。如有必要,评估将会推迟直到正确 的文件提供齐全。 The Pre-Assessment Questionnaire (“PAQ”) and all information mentioned in the previous section should be returned to KAL within 10 working days. 首先供应商会接到一张预审核调查问卷(PAQ), 10 天内填好该问卷连同前面章节中提到的其他所 有资料一并返还给翠丰亚洲。 Upon receipt of the PAQ and all information, the Vendor will be contacted to discuss the documents submitted. For Environmental and Ethical Management Grade, the absolute minimum ?entry level? to supply KAL is grade 5. However, it is expected that factories will immediately start to ?climb the ladder? to grade 4 and beyond in line with the Kingfisher Code of Conduct. 环保与社会責任最低等级必须达到 5,才能向翠丰 亚洲供货。然而,我们希望工厂能够根据翠丰集 团的行为准则要求,立即采取措施力争达到等级 4 或以上。 Vendors / factories not meeting minimum grades will be requested to complete corrective actions in order to be upgraded to the appropriate grades. 假如供应商/工厂没有达到所需的最低等级,我们 将要求供应商/工厂采取整改措施,升级到恰当的 等级以满足要求。

The Ladders Approach 阶梯等级

The ladders approach to assessing quality management and controls and environmental and ethical issues allows a staged approach to developing factories quality systems and environmental and ethical position. 阶梯等级是用来衡量质量管理与控制和环保与社 会責任问题方面的问题,它允许供应商和工厂阶 段性地发展其质量体系和环保与社会責任定位。 For quality management and controls, factories are required to reach a specific minimum ?rung? dependent on the type of product manufactured. 关于质量管理与控制,根据不同类型的产品的要 求,工厂需要达到“阶梯”上一个特定的最低级 别。 For environmental and ethical issues, it allows a staged process of continuous improvement. 关于环保与社会責任,它允许工厂不断地进行阶 段性的改善提高。

Cost of Assessment 评估费用

The Vendor assessment process applies to all Vendors and factories. 供应商评估程序适用于所有的供应商及工厂。 The cost of assessment is typically in the order of US$500 per man-day, but may be more depending on the location and size of factory. 通常评估费用为每天每人工 500 美元,依据工厂 所在地和规模大小还会有所增加。 KAL will normally pay for the initial assessment of primary Vendors, i.e. a factory dealing directly with KAL. However, Vendors are expected to pay for the assessment of their sub-contracted factories. 翠丰会为那些一级供应商(即与翠丰直接交易的 工厂)支付最初的评估费用。但是一级供应商须 为它的下属工厂支付评估费用。 Re-assessments due to any factory not meeting the necessary grades or contravening a “Critical Failure Point” will be paid for by the Vendor. 由于工厂自己没能达到必要的等级或违背了“关 键性失误点”而需要进行重新评估,重新评估的 费用将由供应商自己承担。 Ongoing re-assessments for a primary Vendor will be paid for by KAL. 对一级供应商进行的再评估费用由翠丰支付。 Ongoing re-assessments of sub-contracted factories of a Vendor shall be paid for by the Vendor. 对一级供应商的工厂或分包商进行的继续再评估 费用由供应商支付。 In the event of a factory being found not to meet the necessary grades or contravening a “Critical Failure Point” on a re-assessment, KAL will seek compensation from the Vendor. This section details the operational standards expected from all of KAL?s vendors and factories in support of the Kingfisher Code of Conduct. Child Labour 童工
